Pre-65 Healthcare Settlement |

In regards to the NLRB Charge filed for the Momentive's Unilateral Changes to our Pre-65 Retiree Health Care Plan we have reached a settlement agreement.
It is important to understand that per our discussions with the National Labor Relations Board, they would only be legallyauthorized to rule on the those members that retired under the 2013-2016 Collective Bargaining Agreement (CBA). That is why we made this settlement on those retirees only. There were approximately 100 members that fell into that category.
There are approximately another 65 members that retired prior to the 2013 CBA that were also effected by the Unilateral changes.
This agreement allowed us to not only reach a near full recovery for the 2013-2016 retirees but also continues our rights to pursue relief for those retired prior to the 2013 CBA via the already filed grievances which are in the arbitration demand stage of the CBA. We will also attempt to find a resolution during our current ongoing CBA negotiations.
The provisions of the settlement are;
1. The Company agrees to make payments on the following basis to Union represented Company employees who did/do retire prior to age 65 and during the period of June 17, 2013 to December 31, 2016 and who appropriately elected/elect Pre-65 retiree medical benefits under applicable plans (“Covered Employees”):
a. Covered Employees who elected/elect Single coverage will receive a stipend payment of $400.00 and Covered Employees who elected/elect Plus 1 coverage will receive a stipend payment of $800.00, which amounts will be deposited in a Health Reimbursement Account (“HRA”) for the benefit of such Covered Employees as soon as administratively feasible following full execution of this Settlement Agreement, such amounts to be thereafter available to such Covered Employees in accordance with applicable HRA rules and procedures; and
b. Upon presentation of appropriate documentation from CIGNA demonstrating that a Covered Employee experienced total out-of-pocket payments for covered health care for the period from January 1, 2016 to December 31, 2016, which exceed the maximum annual out-of-pocket payments in place for covered health care as of December 31, 2015 for such Covered Employee under the prior plan (which were $2000 for Single coverage and $4000 for Plus 1 coverage), the Covered Employee will be reimbursed directly by the Company for such excess amount, up to a maximum payment, net of the stipends mentioned in 1a above, of $975.00 for a Covered Employee who elected/elects Single coverage and $1,950.00 for a Covered Employee who elected/elects Plus 1 coverage. A
Covered Employee eligible for such payment must complete and submit to the Company an appropriate Internal Revenue Service withholding form in order to receive the payment.

Great to See so Many of You at Steak Roast--July 26th
It was really great to see so many of you at the Local 81359 Steak Roast—Saturday, July 26th—2014; I’d bet half the people there were Retirees—some 88 years old, and looking really good (wow !!!). We also realized there were about 20 or so Retirees that are now deceased; sad , today, many of the original pioneers of the business and Union have passed away. When you see the older Retirees still participating in Union functions, you realize the importance of unity, participation and collegiality—supporting each other in our goals and objectives! It is up to us to pass the baton to the next generation—the values and the importance of Unionism.
I got to talk with many of you, and explain who we are, and what we do as a Retired Members Chapter. I believe once people understand the situation , economy, and possible changes that may be coming…they also understand the importance of us sticking together and helping one another, and doing our best to protect and keep the benefits we now have. Many of you expressed an interest in , or at least, more information on, our Local Retiree Chapter. Our Official Name is IUE-CWA Retired Members Chapter (RMC)-81359. I gave many you some informational sheets, great resources and links for Retirees, the CWA Retiree Council Pamphlet, and Application Forms to Join the CWA Retiree Council (National—Parent Group), and to Join our Local Retiree Chapter (IUE-CWA RMC-81359). Thank you for taking the time to stop by, and let me explain some things about Local Retiree Chapter.

I am a LinkedIn Member of GE Alumni Group. Recently…there has been a discussion of the Quarter Century Club at GE’s …which basically are all dissolved. As part of that discussion, exempts started sharing about GE Medical Benefits and ELFUN Benefits for Retirees…especially post 2014. As I warned in emails to Retirees, when we had open enrollment in, there was a veiled threat to discontinue Retiree Medical Benefits for GE Retirees in 2015. According to these posts in LinkedIn…it will definitely happen to, at least, exempt retirees in 2015. I believe GE will try the same for hourly Retirees in the next Contract between GE & IUE-CWA. As much as I hate to say this…there isn’t a lot of sympathy for Retirees among current GE employees (younger) that are losing their Pensions, and are having increased Medical Plan/Benefit costs/sharing. I believe GE has always said the Union can’t bargain for Retirees. Now, to take this a step further, I also warned Momentive may follow suit; they also tried to direct people to check out the Healthcare Marketplace options (Obamacare, Affordable care Act). With all it’s financial woes, this may be a topic of increasing interest for Momentive in 2016; I know Dom—you say they have to bargain. I am just putting this out there to be proactive about this whole discussion.

Rehired Pensioner at GE
Yes, the Elfun National Board voted to disband the organization. This is probably being driven by the fact there will be no additional participants in the Elfun Medical Insurance plan after 1/1/15 (since the GE Medical Insurance plans for new exempt pensioners also end as of that date) and since the GE Volunteers structure replaced Elfun as the GE community outreach organization. Local chapters can continue as independent organizations, however.

I have heard that the GE Company made an announcement regarding changes in GE post-65 health plan eligibility for those turning age 65 on or after January 1, 2015. To me and others, this appears to be a major shift in GE policy and we have heard that this action may be due in part to "the corporate simplification and reduction of expenses initiative."
It is my understanding that by GE closing the enrollment of new salaried retirees into the GE Medical Care Plan for Pensioners (MCPP) and the GE Pensioners Prescription Drug Plan (PPDP) that it also has a direct impact on ELFUN Insurance because eligibility for EMBP (Elfun Medical Benefits Plan) requires continued enrollment in these company-paid GE plans.
For those who could have spent 40+ years with GE and have been "life long" employees but, do not meet the 65 years of age by 1/1/2015, one could say they are SOL.... Those who took a SERO before that announcement came out and will not be 65 by 1/1/2015 also appear to fall into that same category.... For me, I was looking forward to be able to participate in the EMBP benefits in retirement, especially after spending 35 years as a GE Employee and now a GE Pensioner.
And, I hope those who currently have the EMBP, following any ELFUN liquidation, will also have it going forward long after 1/1/2015. It is not clear to me what entity or person(s)will have oversight of the "Elfun" plan after 1/1/2015.
I never got a response to this email?? Is there an answer? Any comments? I believe I saw Documents that holders of subordinated notes (industrial bonds) are putting in a number of claims? I assume Momentive has filed a Financial Balance Sheet to the Court by now? Is there a copy on the KCC Website? Do you have a copy?
I am just trying to stay informed about the Momentive Bankruptcy Process for myself and the Retiree Group; and how these claims can affect the Bankruptcy outcome? Is it normal to see 400-500 documents filed in these proceedings? Is the projected conclusion of this Bankruptcy process still on track for the last quarter of this year?

I do have a question…just exactly how much does Momentive owe, a total, to Creditors/Vendors/Contractors/Etc, and how much are the owners of claims for subordinated notes (industrial bonds) asking for (total dollars)? Has anyone totaled the dollar amount being filed in all these claims? I see the Court Documents on the Momentive Bankruptcy website have grown from an initial 16 documents to over 484 documents, with MANY claims being filed for money owed. How does the amount Momentive owes affect the outcome of a successful Bankruptcy conclusion? And the question nobody wants to ask…how could it affect our Collective Bargaining Agreements?

Inaugural General Membership Meeting of IUE-CWA RMC Held on April 17, 2014
Thank you so much for being part of a historic, inaugural meeting of our Retired Members Chapter (RMC)-81359. We have worked very hard this past year to get this Chapter off the ground. Thank you to Herman Panstingel for making the trip (from Dayton, Ohio) to our First RMC Meeting, and sharing his experience and wisdom with us. It hasn’t been without its ups and downs, bureaucratic delays, and sadly some cynicism…but we have finally arrived! Just think about this—our Plant was started back in 1947 (as GE); since that time, we have had 2 generations of retirees—late 60’s—early 70’s, then late 90’s, and are in the 3rd generation of retirees now; a total of about 400 Union GE/Momentive Retirees to date—of that number, about 150 are Momentive Retirees (this past 7 years). We believe those that attended this first commemorative meeting see the value of us Retirees sticking together to promote our values and purposes, along with the need to show our unity and strength to stand-up-for and protect our long, hard earned Pensions & Benefits. We are in a time of extreme uncertainty, since the sale of the Business—from GE, to become Momentive—it hasn’t been without its challenges and issues. Unity & Strength in numbers is needed more than ever! We are asking everyone to become our ambassadors to all other GE/Momentive Retirees—help us spread the word; invite them to come to next General Membership Meeting. Use the materials we gave you in our historic, commemorative first booklet –the Promotional Points Section. As you heard Herman Panstingel—CWA—IUE-CWA Retiree Council Sector President, say—“Word-of-mouth is by far the best promotional tool we have,” and that’s is YOU!
We can be PROUD of what we’ve done…it took 66 years to get a Retired Members Chapter off the ground (from the Plant starting in 1947 to 2013, when we were officially Chartered by CWA)!! Fellow Retiree:
Congratulations on your retirement, and welcome to the ranks of GE/Momentive Retirees. The Waterford Plant opened in 1947. Some of us were at GE long enough to remember the first group of retirees that began in the middle to late 60’s and early ‘70’s. The second generation of retirees began in the late 90’s. The next generation to hit the retiree ranks would be around 2020 or so. Of course, there are retirees that fall before and after these 25-30 year gaps. Right now, there are approximately 390-400 GE/Momentive Retirees; of that number about 135 are Momentive Retirees. Also, there is a generation that fell into both categories…they are both GE & Momentive Retirees (the 2nd generation retirees); many of those Retirees knew the original pioneers of the GE Waterford business. We have a rich Union heritage, which we all are proud of, and of which we hope, will last for generations to come.
You are receiving this letter as part of the acknowledgement of your retirement from GE/Momentive. This letter is being presented to you by IUE-CWA Local 81359, along with a CWA Retiree Council Pamphlet. Local 81359 has agreed to pay your onetime, lifetime fee--$25.00 to the CWA Retiree Council. This automatically qualifies you to be a Member of the IUE-CWA Retired Members Chapter (RMC)—81359 of Waterford, NY. This is what jumped out at me in the AARP Healthcare Webinar today, presented by AARP & Consumer Unions—
“The marketplace also is not for people with employer coverage, except where the employer plan is considered “unaffordable” or “inadequate.”
I, pointedly, asked the question about Corporations and their Insurance Companies dropping coverage’s, and of course….got NO response.
I am offering an opinion here (maybe a warning); I am not trying to be a fear monger…but I do want to restate what I have said to all of you in a previous email—
Let me remind you…there was a veiled threat to eliminate Retiree Healthcare by both GE and Momentive in their last correspondence. They have “suggested” that you check out the Healthcare Market Exchanges in your States. They have guaranteed to cover you for 2014, but have implied there may not be coverage beyond 2014. Do you remember seeing those reference’s in the literature sent to your homes? I believe they are waiting to see how this whole Obamacare/Healthcare thing shakes out; and NOW, we are seeing what Corporations/Businesses are doing. Have you been watching the news, and reading the newspapers---MANY people (and retirees) have been dropped from their Corporate Programs/Plans because the Corporate Plans don’t match the requirements of the new Affordable Care Act (Obamacare) regulations? Of course, the excuse is…it would cost Corporations just way-to-much to expand their Healthcare Programs ( “unaffordable or inadequate” reference above; I am sure Corporations are having fun with this legal terminology ), and they would have to pass on these costs to employees and retirees. They say they don’t want to do that; so go check out the Healthcare Market Exchanges. Have you heard that?
My point is this…we all need to check out this Healthcare Law (ACA), and do our homework…just in case. At the minimum, KEEP these Resources.

An Informational Note to Momentive Retirees: Ceridian, the Company that handles the billing (Monthly Premium) for your Health Care Costs has had some kind of problem (crash) on their website, and this has delayed the sending of the new Monthly Premium amounts you have to pay, out to you. Many have questioned why they haven’t received their notices (home mailings) yet? This is the reason I was given.
Secondly….be sure to check your base pay amount, that is used to determine your Healthcare Benefit Monthly Premium…it should NOT include your 2012 NLRB Settlement Monies (ONLY you base salary). A number of retirees caught this, and shared it with us; we are passing that information on to you. January 16th, 2014 – Recruitment Drive of IUE-CWA Retired Members Chapter (RMC)-81359
Sorry, this is a little long…but we are trying to keep you informed—please read.
Hi everybody…well, it’s finally here…2014. The weather has been brutal between extreme cold, and snow, so far. The Holidays are over, and it’s time to start trying to get this Local Retiree Chapter going. Our Chapters official name is IUE-CWA Retired Members Chapter (RMC)—81359. Our Chapter Charter is approved, the Local Chapter By-Laws have been drafted (have to be approved by Membership), and the Executive Board “Elect” is in place. We started this process to form this Local Chapter last March—2013. It has been a slow process, at times, due to bureaucratic requirements, and other tasks that needed to be accomplished.
Recruitment:
Initially, we tried to reach out to all retirees via the pre-summer letter to retirees about the summer Local 81359 Union Picnic; we had a letter attached about forming the Local Retired Members Chapter. The response, at best, was dismal. We found, generally…that most GE Retirees had NO interest in joining a Local Chapter that was concerned with Pension and/or Benefits associated with Corporate Momentive (the IUE-CWA and Momentive Contract). They were former GE employees, and now GE Retirees, and many felt they were set, as far as Pension and Benefits, when it came to GE. Many are older retirees, some have health issues, and a some have moved away also. Just to let you know some numbers, there are approximately 390-400 Retirees between GE & Momentive. Of that number, about 135 are just Momentive retirees.
So, we as a Board decided to try to recruit Momentive Retirees. One of our tasks was the dividing up of the Retiree List, and trying to get Retirees to join our Local RMC (Retired Members Chapter). Trying to capture correct names, addresses, phone numbers and/or emails was a task in itself. After compiling the most accurate list we could, the 5 Executive Board Members tried to reach out to these Retirees via telephone. We left many messages, asking for a return call, and we tried as best we could to initially, and as part of our follow-up, to email Momentive Retirees; we included as much information as we could about the Local Chapter and its purpose. It was time consuming, and we finished our initial recruitment drive at the end of 2013. To date, we have about 30-35 retirees that said they were interested and/or are pending; pending meaning they would join the CWA Retirees Council (a $25.00—one time, lifetime fee), which is a prerequisite to joining the IUE-CWA RMC—81359. We are still trying to reach out to Momentive Retirees to get closure on their interest.
I have to be honest with you….there is a lot of APATHY & CYNICISM out there—about what the Local Union and/or any Local Retiree Chapter can do for any of you regarding Pension and/or Healthcare Benefits. I will address that a little later in this letter.
Proposals to Union: The Following Proposals were Presented to Local 81359 at the December 6, 2013 Union Meeting—
- Local 81359 approve the establishment of a Local 81359 Retired Members Chapter for it’s Local (Done—application was approved by CWA)
- Local 81359 approve the expenses of cost of mailing to all retirees to join the Local 81359 Retired Members Chapter. (Done—original home mailing for the RMC was included in the home mailing for the Union’s summer picnic.)
- Local 81359 approve the RMC’s By-Laws, and include them in the Local’s By-Laws as an addendum.
- Local 81359 provide CWA Retired Member Council fee as part of the “Retirement gift”—it is a one-time, lifetime fee of $25.00; paid to CWA, not IUE. Very important to our recruitment, and the possibility of future members of the Retired Members Chapter.
- Local 81359 approve a $1000 “seed-money” stipend/donation to help the IUE-CWA RMC-81359 with it’s initial start-up costs (i.e.— for home mailing expenses; bonding expense; membership meeting expenses—rental/food; printing copying expenses; expenses for application/joining fees to other organizations—such as the Alliance for Retired Americans; expenses of the Local 81359 Retired Members Chapter President to attend function/events of the CWA Retired Members Council, the NYS Alliance for Retired Americans and the Capital District Alliance for Retired Americans; etc.).
- Local 81359 approve the seating of the Local 81359 Retired Members Chapter President on the Executive Board as a NON-voting member.
The Local 81359 Executive Board said they would discuss these proposals, and get back to us. Regardless, I will follow-up with the Board and the Membership at the February 7, 2014 Union Meeting. Note: We are a separate entity, with a separate Charter with CWA; we are affiliated with, but not governed by Local 81359. Mutual cooperation and support of each other is vital to the success of ALL our future endeavors, issues and concerns. We need to stand together as One Voice! Together—We Are the Union Voice to Protect and Maintain long, hard-fought-for, Benefits—Healthcare & Pensions.
What are You (the Local81359 RMC) or Can You Do for Us?
The one thing, I can share that has been, and already is happening, is this—the sharing and dissemination of information—whether it be the Ceridian info above, or the base salary info above, information we disseminated about the GE & Momentive Healthcare Benefits, the Retiree Healthcare Webinars (by phone and/or Internet) we pushed for, etc. This is great information retirees have already shared with each other, to help keep retirees informed, and we aren’t even officially kicked off yet as far as the General Membership Meetings piece. I, personally, think that is phenomenal! Our plans, for future Membership Meetings, are to have seminars/workshops on subjects/issues such as Social Security; Medicare; Asset Management (Financials—401K Disbursement); Trusts/Living Wills, Resources—AARP, Alliance for Retired Americans, other great Internet resources; Discount Programs for Retirees (travel, vacation, consumer buying, etc.); contractual concerns/issues regarding Retiree Benefits in the future (contract proposals); etc.
I want to say something to the GE Retirees. This Local RMC is open to, and always will be, open to all GE & Momentive retirees. This year, for some reason…contrary to the Sale (of Waterford GE), Successor Clause and Transfer of Employees Language (2006-2007), GE made available the option of rejoining their HealthCare Plan for Retirees? They have made changes to the GE Healthcare Benefits, and have passed on the increases to you. They have pointedly stated, they are NOT sure about Retiree Healthcare beyond 2014. We, the IUE-CWA RMC-81359…shared this information with as many as we could. Who will be your voice, should this happen; who will advocate on your behalf? We hope you will add you VOICE to our concerns and come join us.

We have 35 retirees that are Pending/Signed Up, want more info, and/or are interested…not a bad start. We need to continue to follow-up with our lists. Please keep me advised of any changes in Status for any Retiree. Waiting to get Tickers responses/contacts. The updated list is attached. We have had 2 Executive Board Meetings since our Charter was approved, and have accomplished most of our goals—Application to CWA, Charter Approved, By-Laws Drafted (Membership approval next), Officers Elect (Membership approval next), Dues, Recruitment Drive (on-going), and we hope to have a General Membership Meeting in January 2014.
Recruitment Goals: On-Going— I believe our best hope is—1) one-to-one contact…initially—via the phone, 2) followed by email contact (if they have emails), 3) then postal mail information, and 4) finally—through our first, and subsequent, General Membership Meetings. It will be built on word of mouth. We need the Local Union to support our efforts…by 1) Paying the initial $25.00 CWA Retiree Council Membership (gets Retirees automatically signed up into our Local Chapter), and 2) Giving the Retiree our information—CWA Brochure & Promotional Points document (both are attached) when they hand the Retiree their retirement check.
Note to Local 81359 Ex-Board: We haven’t even tried to get GE Retirees; to date…they have shown NO interest in joining us. The total (last count I had) of retirees—both GE and Momentive was 399; we have concentrated on Momentive Retirees only—that count since 2006 has been 133 Momentive Retirees (average 19 a year). We will be at the Dec 6th Union Meeting to present our Proposals (attached); please take the time to consider these Proposals as a Board prior to the Meeting…thanks.

The Next Steps in Organizing/Forming Our IUE-CWA Retired Members Chapter (RMC)....
Letter to Charter Members & Local 81359 E-Board--8/18/2013
Our Retiree Chapter Charter has finally arrived (attached), got it Friday, 8/16; our official Name is IUE-CWA RMC 81359 (RMC=Retired Members Chapter).
Now we have to have a meeting of the 5 original Charter members to review/revise our Chapter bylaws, and then we will present these at our first membership meeting; a sample By-Laws document provided by CWA is attached. Please read it over (mark it up if you like).
We need to set a date for this first meeting of Charter members to get this going? Please send me days and times you are available; my best time is mornings (9:00-10:00 am) on Monday, Thursday or Friday mornings; we can do it here at my house, if you like. Any Local 81359 Board liaison is welcome to attend this meeting? A lot to cover for our first meeting.
Other things we can discuss are:
- We are independent of, yet affiliated with Local 81359. We are a separate entity, with our own Charter within CWA. It is in our (and theirs) best interests that we stay actively involved with Local 81359 (Pension, Benefits, Contract time, other Union Labor Councils/Committees, Alliance for Retired Americans—Local & National, etc.)
- The lists (2) provided by CWA—one of members already signed up with the CWA Retirees Council; and the 2nd list—of “non-council” retired members…I am seeing a ton of problems with this list since some are still working, and some are deceased. Mike Leone…you saw the first ones they sent; they had the same problem. I will need to get this corrected between Momentive and CWA. We can quickly go over this to update it as best we can before I approach CWA or Momentive. I will scan it and send it to all of you very soon.
- Our final Chapter Membership list needs to be maintained and a copy sent to CWA National Retiree Director Melinda Gibson; we can provide a copy to our Local 81359. We will try to compile a phone list and email list of all members for future communications.
- We must provide a copy of our Charter, the By-Laws, and our Membership List (optional) to the Local 81359.
- We need to apply for an Employer Identification Number;
- Open a business checking account—3 signatories (2 have to sign)—a voucher type checking system;
- We need to discuss Dues—generally up to $25.00 per year for our Local Chapter to subsidize meetings, activities, etc.;
- And any Chapter Officers that handle monies/funds need to be Bonded to cover funds in our bank accounts—it is a 3 year Bond at about $135.00 for 3 years.

Here is the Update for our Local’s Retired Members Chapter-81359 for the August 2013 Union meeting:
- I have received a very slow and poor response to the home mailing for retirees to join our CWA Retired Members Chapter-81359; approximately 13 responses.
- I believe the response has been slow for the following reasons:
- IUE contacts the retired members as soon as it receives their names from Momentive; therefore, confusing retirees as to what Retiree Group to join. A number of retirees have already joined the IUE Retirees Group.
- CWA tells me “We are ALL one now (retirees),” but IUE sees that differently. I received a call from Keith Bailey—IUE Retirees Group, asking me “why we are starting a CWA Retirees Chapter instead of joining the IUE Retirees Group?” His next comment was “Jim Clark will do more for you than CWA.” Honestly…that floored me; after Clark’s Letter to Local 81359 members on this last Contract, and of course—past history between our Local and IUE.
- Former GE/Local 81359 Retirees only know or knew the IUE as their representative; also, their Retirements –Pensions & Benefits were NOT from Momentive; and their Pensions & Benefits have been pretty much stable with GE. They really aren’t concerned with changes to Momentives Contracts. There is NOT a big concern over their Pensions and/or Healthcare Benefits (at Momentive) since they are strictly tied to their former relationship with General Electric. Therefore, there is NOT a big interest in joining the CWA Retired Members Chapter-81359.
- Remember, Healthcare was tied to Momentive on the sale—you could keep GE Healthcare at about 50% of the cost—and other items—i.e.—supplements—, as part of the “Successor language” of the 2007 Contract; the Supplements and any future credits towards Pensions are now under Momentive.
- Our Charter Application will finally be approved; I had to wait on a couple of Charter Applicant Members to submit their $25.00—one time, lifetime fee to CWA. Hopefully, we will have our Charter by the time of the August 2013 Union Meeting.
- A few notes on our Local Chapter:
- We are a separate entity, with a separate Charter with CWA; we are AFFILIATED with, but not part of IUE/CWA Local 81359’s Charter. We have our own By-Laws, which we will work on stipulating and submitting to CWA in the very near future. We will submit a copy of our By-Laws to IUE/CWA Local 81359 for their reference; you may want to include these as an addendum to the Locals By-Laws? Once the CWA Retired Members Chapter-81359 By-Laws are drafted, we will submit them to the CWA Retired Members Chapter-81359 for approval, and also to the CWA Retired Members Council (overseer of all CWA Retired Members Chapters) for approval.
- John Phelps has accepted the Office of Temporary President of our CWA Retired Members Chapter—81359. Nominations and an election, for all Officers of the Chapter, will be held at our first meeting of the membership of our Local Chapter.
- After that, we should be ready to have our first meeting of the membership to set goals, priorities, dues, etc—for the CWA Retired Members Chapter-81359.
Some suggestions to make the CWA Retired Members Chapter-81359 work, and hopefully grow in membership:
- It would be nice to know how many have retired since Momentive has taken over (2007) to see how many could or would be adversely affected by Pensions and Healthcare benefits associated with Momentive Contracts? We could target these retirees specifically in the future. Can we get these numbers and names? Former GE/IUE Retirees seem to be mostly content in their current lifestyles; are older and have moved on (many—geographically also) from involvement.
- I was unable to make the Local’s Steak Roast due to a death of a friend of ours—the service was on the same day. I was hoping to make some contacts at the Steak Roast. Also, there is a group of retirees that meets on the last Thursday of the month for breakfast at the Halfmoon Diner; most are former GE retirees, but I was invited to attend if I wanted to talk to the group. The Christmas Party would be another opportunity to meet and recruit members for our Local Chapter.
- The E-Board and the Local recommend Momentive retirees join the CWA Retired Members Chapter-81359. Everyone saw the attacks on Pensions & Healthcare at the recent 2013 Momentive/IUE Contract; these benefits affect current and future Retirees also. Retirees of Momentive need to be concerned and active in protecting these benefits; therefore, they should stay informed and involved through the CWA Retired Members Chapter—81359.
- As I said previously, there still is the political pull from IUE to get retirees to join them versus CWA retirees; CWA says one thing (we are all one now-retirees)…but I don’t believe they are willing to confront the IUE Division about the Retirees’ choice(s). By the way, the IUE Retirees group charges $3.00 per month ($36 a year—every year) a retiree is in their Retiree group, versus a one time, lifetime fee of $25.00 to CWA to be a Lifetime Member of the CWA Retired Members Council. I really don’t know how to address this “politicking” between the 2 organizations?
- We do have a website for those that are computer savvy-- https://www.facebook.com/CwaRetiredMembersChapter81359WaterfordNy . Please recommend this website to all retirees and to current officers, stewards and the membership; and of course—to all retirees.
- Another idea is to have CWA contact me/us—the Local Chapter, with any updated, computer lists they have, or have received from Momentive, so that we can contact those retirees immediately, before the IUE gets their hands on them (or contact retirees and promote our Chapter). And again, Local 81359 can keep us informed about upcoming and/or current retirees, and also recommend the CWA Retired members Chapter-81359 to retirees.
- Any others ideas would be greatly appreciated.
- We have recommended to Local 81359 E-Board that the President of the CWA Retired members Chapter-81359 be an E-Board member also; an ex-officio member, without voting rights on the Board. We ask the Local 81359 to discuss this, and make a recommendation to the membership at the next Union meeting.

Hi everyone….I was able to amass 32 emails so far, and wanted to let you know we are forming a CWA Retired Members Chapter—81359. It’s been a long time in coming; I figure at least 3 generations since the Waterford Plant started. I will also snail mail Waterford GE/Momentive retirees about the Chapter; we have about 390 retirees listed in our mail list. Hopefully, we will get a good response.
As soon as we have the Charter Application approved, we will set up a meeting. In the meantime, please check out these websites—

We in the Council serve as guardians of the benefits that we worked so hard to achieve – in negotiations with employers at the bargaining table and through legislation in Congress. Together, we will take on employers and those in Congress who view retired workers as expendable liabilities.

- As a Lifetime Member of the Retired Members' Council, you will stay connected to CWA through the CWA News, and (via e-mail) our weekly CWA Newsletter. You will have the opportunity to be involved in matters that directly affect you and your fellow retirees.
